That certainly explains it. After all, Silent Hill was based on the Wizard of Oz.

The First Silent Hill had keys named the Lion, the Woodsman and the Scarecrow.

The Siren could easily be connected like the Tornado. Other World and Oz.

Think of Alyssa as Ozma, and the main characters as Dorothy.
